■各国まとめず、個別アプローチを　上智大特別研究員、キニュア・レイバン・キティンジ氏 　――岸田文雄首相は主要７カ国首脳会議（Ｇ７サミット）を前に、ケニアを含むアフリカ４カ国を訪れました。 　日本とケニアは国交６０周年を迎え、パートナーとして関係強化を図る好機でした。東アフリカの「玄関口」でもあるケニアは、多くの意味で戦略的に重要な国です。近隣のスーダンでは激しい戦闘が起きており、その解決に向けても地域大国であるケニアの役割は小さくありません。 　岸田首相の訪問前後で、ケニアには世界の指導者が相次ぎ来訪しました。ドイツのショルツ首相や国連のグテーレス事務総長らが訪れ、岸田首相はあまり注目されませんでした。 　――日本政府の対応には、どんな課題がありますか。 　日本は戦略的に現地の世論がどうであるかということを、あまり気にしていないようです。例えば今回、岸田首相は首脳会談でルト大統領と議論しました。ところが驚くべきことに、その後の会合は日本人のボランティアや起業家との対話で終わりました。 　この対応は、ケニアのもつ可能性を軽く見ているようにも映りました。なぜケニア人と交流しないのか。岸田首相は、現地の日本人にしか関心がないのでしょうか。 　――今回の訪問には、「グローバルサウス」と呼ばれる新興国・途上国の声を聞くという狙いがありました。 　Ｇ７議長国として訪れた日本の戦略が、やや概念的であるのは理解しています。でも、「グローバルサウス」というくくりは広すぎる。わずか４カ国の訪問国で、ほかのアフリカの国々にもアピールできるかといったら違う。 　ルト大統領は昨年、英国で故・エリザベス女王の国葬に出席した際、アフリカ諸国の指導者たちと大型バスに詰め込まれたことに苦言を呈しました。米国のバイデン大統領は自分の車があるのに、我々は「学校に通う子どものようにバスに集められるのはおかしい」と怒った。彼の不満は、アフリカ諸国が一緒くたに扱われることに対するものです。グループではなく、本当のパートナーとして扱われたいのです。 　日本政府がアフリカ諸国の首脳を集めるアフリカ開発会議（ＴＩＣＡＤ）についても、指導者たちは付き合い方を再考することになるでしょう。日本政府も、これからはアフリカのすべての国は無理だとしても、もっと個別にアプローチすることを考えていく必要があると思います。（聞き手・今泉奏） 　　　　　＊ 　ＫＩＮＹＵＡ　Ｌａｂａｎ　Ｋｉｔｈｉｎｊｉ　上智大アジア文化研究所特別研究員。１９８１年、ケニア中部エンブ生まれ。２０１１年に国連難民高等弁務官事務所（ＵＮＨＣＲ）の職員として来日。国際労働機関（ＩＬＯ）を経て、上智大で博士号取得（グローバルスタディーズ）。 See the original article from https://digital.asahi.com/articles/DA3S15640520.html?iref=pc_photo_gallery_bottom
